Citywide Cooperative Agreements Bump of $6.5MM
The Finance Dept is requesting that three of its cooperative purchase agreements be upped by a total of up to $6.5 MM. The agreements piggyback on other agency agreements, but the report doesn’t have any information describing the need for the hike.

After evaluating the pilot concept, which would allow community groups to use their own funding to create traffic safety mitigations, OakDOT argues that the program would require staff oversight, and thus still require expense from the City. OakDOT also argues that such provision without sufficient race/equity analysis, would create disparate outcomes, where wealthier communities would create their own mitigations while draining staff time from non-community funded mitigations in poorer communities. OakDOT suggests the project instead use Council discretionary funds to target mitigation in areas of community concern.

Oakland Convention Center Operating Expense Subsidy
The City-owned Oakland Convention Center [George P. Scotlan Convention Center] is struggling with operating expenses and has requested funding from the city to cover consistent operating shortfalls—the City already paid 200K last fiscal year, but the Convention center has already expended that as it contends with lower demand post-Covid. The Convention Center requested $1.75MM for Mid-Cycle budgeting in 2024 to cover the shortfalls. City suggests granting only a partial subsidy of $350K before the budgetary process in June.
