Special City Council Meeting

The unusually scheduled Council meeting will focus on revenue forecasts and the budget, though usually the Q1 report would be presented to the Finance Committee alone. The meeting is at 9:30 am, following a special finance committee meeting that has been rescheduled to happen earlier. Ironically, the addition of a full council meeting on what is usually a 14 hour day of committee meetings is the likely culprit in the cancellation of the Public Safety Committee meeting due to lack of quorum. The PSC is the committee that would be most focused on the police budget, but has failed to agendize anything about it in the two months since Council learned the OPD will be tens of millions over budget. This report provides area and period breakdowns of OPD expenditures but isn't likely to shed any new light on the problem of OPD overtime for CMs.

MOU On Environmental Matters Between The Port And City Of Oakland

Kalb is bringing this legislation. The MOU would require consult with the city before instituting policies with environmental impact, and vice versa regarding Port impact.

Three Contracts Worth Tens of Millions of Dollars Over Several Years

—Kelly’s Truck Repair, $800K per year/3 year term, waiving local business rules

—MacArthur Smart City Corridor 1 Project No. 1003981 w/Ray’s Electric, $12.2 MM; the legislation rejects all bids, and pursues negotiations with Ray’s the only bidder that meets all of the qualifications, though their bid came in too high.

—Asphalt Paver Purchasing Contract, $675K

Community and Economic Development

CM Kevin Jenkins originally introduced this legislation that would require contractors to submit information about their workforce in construction of buildings above 100 units, including union affiliation and demographic data. Jenkins original legislation, almost certainly written by the Building Trades, called for a withholding of the certificate of occupancy if the reports weren't provided. Staff has offered amendments that would instead levy a $10K penalty for failing to do so.

Amendments To The Rent Adjustment And Just Cause For Eviction Ordinances Requiring Payment of Delinquent Business License Tax Before No Fault Eviction and/or Raising Rent; Changing Allowances on “Banking” CPI Rent Increases

CM Dan Kalb brought this legislation several weeks ago, it has been stalled in committee, and Kalb has added some amendments to appease ostensible complaints. The legislation requires landlords to be up to date on their BLT payments—acknowledging the Finance Department’s reports that property rental businesses constitute the single highest scofflaw group. The legislation also prevents “banking” of CPI rent increases past 4 years unless the property is being passed on to a child or spouse. The EBRHA opposes both the BLT and banking changes, and Noel Gallo and Kevin Jenkins appear to support those claims, meaning it isn’t likely to get out of the four person committee that also includes Carroll Fife. Kalb has added some potential amendments, including adding siblings to the group exempted from banking for ten years.
