Live reporting yesterday's Council meeting often felt more like announcing an unhinged sports event than the typical council meeting. After Ramachandran stalled CM Fife's amendments to the Jenkins/Ramachandran Rules of Procedure update with an unheard of three substitute motions—the Council finally took a vote and Fife's motion failed. But ironically, the absence of Gallo and Jenkins paired with no votes from Wang and Fife caused a tie on the Jenkins/Ramachandran proposal. The proposal would have significantly changed the way the public can interact with the Council during meetings, making evening meetings a rarity. Mayor Barbara Lee did not arrive to break the tie, and at this point, it's not clear she will.
Yesterday's unusual Council mtg included this charged interaction after Ramachandran moved a substitute motion to filibuster Fife's amendment to keep council mtgs at same start time. Fife is right, it is unusual---JR wasn't done yet, she did another right after this one failed pic.twitter.com/7S1c2nUjhe
