—Mayoral Tie Breaker on New Council Rules of Procedure
When last we left this item several weeks ago, Council members hit a technical draw after a frustrating series of procedural filibustering, mainly because the co-author of the legislation was absent. The Mayor was unavailable then, but is agendized to break the tie one way or another tomorrow. You can read more about the deliberation here.

More on this from OO's reporting here, including a public records request for emails that show the City knew weeks before the legislation hit Council that it could cost tens of millions in state homeless funding as it was written. Confirmation of the risk grew steadily from August through October, while the City Council leadership continued to respond to claims of urgency from co-author Houston to hastily try to schedule the same EAP proposal the state found fault with.
