It's a 9 am meeting, with rationale that it's an election day and normal 3:30pm start time would conflict with voting. An 11am special meeting to introduce the "Encampment Abatement" proposal was cancelled last Thursday, rescheduled for an early December date. But ironically, a very important change to the way Council conducts meetings will be deliberated at the 9am special meeting.
Time allows only for the high level on the most important legislation, but there are 28 items on consent and 4 on non consent, for the record.
Consent Calendar
—Purchase Of Asphalt Paving Materials For In-House Paving And Sidewalk Operations: this item would award a new $1 MM/year contract to Martin Marietta. Not normally a very contentious issue, but waivers will be required to pass the item so that the company may contract with federal immigration authorities and help build Trump’s border wall—both things that would be banned by Oakland ordinances without waivers. It turns out MM has already been providing asphalt services for the City, but a formal contract now brings into focus its refusal to submit to Oakland's laws. The City argues it has no choice, MM is the only company that can provide "hot mix" asphalt with the promptness required.
The item was initially removed from a Council meeting that happened to coincide with the Mayor’s state of the City address—it’s returned with no changes and no explanation for that removal.
—Corridor Safety Ambassador Grants: the grants were budgeted in the biennial budget, but this item grants the individual awards to various groups.
—Adopt A Resolution Confirming The Mayor's Appointment Of Byron White To The Privacy Advisory Commission: White is a 4 year resident of Oakland who has held mostly marketing and advertising based high level managerial roles at Google. White’s appointment follows the selection of an attorney for such firms as OpenAI.
